Japan resumed commercial whale hunting on Monday after more than three decades, less than a day after its withdrawal from the International Whaling Commission (IWC) came into effect. Japan's decision to leave the IWC has drawn widespread condemnation around the world. But Japan's Fisheries Agency said it has a cap on numbers.
