Putin orders inquiry into submarine blaze that killed 14 sailors

14 Russian sailors were killed in a submarine fire near the Arctic. Russian President Vladimir Putin has ordered the vessel to be brought back to the naval base on the Barents Sea and for officials to find out what caused the fire.
