Dozens were killed and hundreds injured when an airstrike hit a migrant center.
The government blamed Khalifa Haftar, the head of the Libyan National Army (LNA), for the airstrike.
But an LNA official denied the accusation, instead accusing Tripoli-allied militias of the attack.
The city is currently held by the internationally-recognized government.
