Prior to Shanghai's new garbage sorting regulation, recycling in the city mostly relied on private waste workers who buy or collect materials from residents and business premises, and sell to recycling plants and reprocessing centers. Now these individual collectors have partially become integrated into the formal garbage sorting system.
