Paris Saint-Germain (PSG) midfielder Marco Verratti said on Monday that Neymar had never told him he wanted to the leave the club.
Barcelona vice-president Jordi Cardoner said in late-June the Brazil forward would like to return to the Camp Nou.
"I have never heard him say he wanted to leave," Verratti told French broadcaster RMC.
"Beyond that I don't know what he has been saying to the club.
"When a player wants to leave, the club should let him leave. Depending on the financial conditions agreed by the club of course. But you can't keep a player who wants to leave," the 26-year-old added.
Neymar, who is currently with the club on their tour of China, has not traveled to the eastern city of Suzhou for the French champions' pre-season friendly against Sydney FC on Tuesday amid links of a return to former club Barcelona.

The Brazilian striker who missed the Parisian club's first of three games of their China tour against Inter Milan, will remained at the club's training base in Shenzhen, also in south China, these days.
He is also suspended for the Trophee des Champions clash with Rennes on Saturday in Shenzhen.
Meanwhile, police in Brazil probing rape allegations against Neymar have closed the case due to a lack of evidence, the Sao Paulo attorney general's office said Monday.
The police decision will be sent to prosecutors on Tuesday, who will have 15 days to evaluate the case, a spokeswoman for the attorney general's office told AFP.
A final ruling on the case will be made by a judge.
