Huang Haijun, 33 years old, used to work in a big city, but volunteered to work as a dispatched cadre in a village of south China's Hainan Province, even though he just had a baby daughter. His work can be divided into two parts: first, he determines who is poor in the village; second, he tries to help them out of poverty. He visits all the families in the village to know their real situation. If with his knowledge and after rounds of evaluation, he is still unable to identify the families in need, villagers themselves should discuss the matter.
