The Coast Guard said three ferry boats capsized on Saturday after being buffeted by fierce winds and waves off the coast of Guimaras and Iloilo provinces, bringing the death toll to 31 with three missing. Sixty-two other passengers and crew were rescued. About 20 typhoons and storms hit the Philippines each year, making it one of the most disaster-prone countries in the world.
