The opposition camp in the Hong Kong Special Administrative Region has been strongly critical of the local government over a proposed bill on transferring fugitives to the Chinese mainland. But a Hong Kong legislative council member said that historical records reveal that the opposition leaders actually backed the measure when it was debated in the late 1990s.
