Kacee Ting, executive council vice chairman of Hong Kong Legal Exchange Foundation, said it is necessary for the government to enact an anti-mask law. He said it appears to be a necessity because protesters will be less aggressive when they wear no mask, and the police can identify violent protesters more easily and most importantly, mask-off can greatly reduce the risks of an escalation of violence.
