The winner of 134 million yuan (about 19 million U.S. dollars) of welfare lottery prize claimed the money on Wednesday in Taiyuan, capital of north China's Shanxi Province. The winner didn't want to reveal his identity and came dressed up as Chinese cartoon character GG Bond to receive the prize money. Speaking to media using a voice changer, the winner promised to do more to help with welfare services. The winner paid a 20 percent tax on the prize and donated three million yuan to local social donation office.
