China's cabinet outlines vision for future transport

China's cabinet on Thursday unveiled its vision for future transport. Essentially, the vision is for China to become a transportation powerhouse by 2035 and world leader by the middle of the century.

By 2035, traveling time to metropolitan areas, city clusters and major cities in the country will be capped at one, two and three hours respectively. While delivery time to domestic areas, neighboring countries and world's major cities will be shortened to one, two, and three days respectively.

Further opening-up 

The outline proposes channeling foreign capital into the transportation sector, fully implementing a pre-entry national treatment for foreign companies and investors, as well as putting into practice a new negative list management system.

According to the outline, China will ensure ample investments from all levels of governments are put into the transportation sector. It will also encourage the use of diversified financing methods, actively guide social capital to participate in the construction of transportation powerhouse, and strengthen risk prevention and control mechanisms.

R&D of carrying tools

Major breakthroughs are expected to be made in 30,000-ton heavyweight trains and high-speed locomotives running at 250 km/h, as well as independent design and construction capabilities of large and medium-sized cruise ships, large LNG carriers, polar ships, smart vessels, and new energy vessels. 

Meanwhile, the outline proposes to strengthen the development of intelligent and connected Vehicles (ICVs) to form an independent, controllable and complete industrial chain.

Innovation in smart transportation

China will also encourage further integration of the transportation sector with new technologies like big data, artificial intelligence, blockchain, and supercomputing.
