As world leaders gather in New York for the upcoming United Nations Climate Action Summit, UN Secretary-General Antonio Guterres is urging countries to "come up with concrete plans" to reach the goal of carbon neutrality by 2050.

In the run up to the summit, China issued a document outlining China's proposals and measures to deal with climate change. China will fulfill 100 percent of its obligations under the UN Framework Convention on Climate Change and the Paris Agreement, a Chinese foreign ministry spokesperson said on Monday.

Spokesperson Geng Shuang also said China will be submitting a long-term low-emission greenhouse gas development strategy.

Geng stressed that the Chinese government has always regarded climate change as its inherent requirement for sustainable development and the responsibility of building a community with a shared future for humanity. He said the country has vigorously promoted the construction of ecological civilization, and conscientiously implemented the national strategy to deal with climate change.

Chinese State Councilor and Foreign Minister Wang Yi will attend the summit which starts on Monday as a special representative of Chinese President Xi Jinping
