According to the Global Innovation Index 2019 released by the World Intellectual Property Organization, China ranked No. 14 in innovation capacity, 15 places up compared with 2007. Emphasizing the importance of education, attracting overseas returnees with tax incentives and relaxing immigration rules for foreign top talents, China has done a lot in cultivating and attracting talents for its transformation from the world's factory to a global tech powerhouse.
