Mobs wearing masks, goggles, and helmets have been constantly seen in recent Hong Kong protests. Hidden behind the mask, rioters unscrupulously vandalized government offices and public facilities, paralyzed a major part of Hong Kong's public transportation service, set fires, and violently assaulted Hong Kong police and innocent residents. Carrie Lam, chief executive of the Hong Kong SAR, and the city's cabinet approved the use of emergency law to enact anti-mask legislation, effective from Saturday.
