A footage from August 3, 2019 shows that a Texas police officer on horseback is saying leading a suspect into custody with a rope linked to his handcuffs looked "so bad". The video footage was released on Wednesday after the Galveston County Sheriff's Office concluded its investigation into the incident that involved a black suspect, 43-year-old Donald Neely.
