An international security seminar organized by China Arms Control and Disarmament Association was held in Shenzhen on October 16. The conference attracted experts and scholars from the U.S., Russia, the UK, and other countries.

Director-General of the Department of Arms Control of the Foreign Ministry, Fu Cong, made a keynote speech at the opening ceremony, calling for maintaining global strategic stability and reducing risks of nuclear conflicts.

Fu emphasized that continued erosion of global strategic stability would inevitably lead to a relapse of the nuclear arms race. And the risks of nuclear conflicts would increase. He called on the nuclear-weapon states to provide unconditional and unambiguous security assurances to those who don't have.

He also expressed China's deep regret over the U.S. withdrawal from the INF Treaty. It is China's view that the U.S. withdrawal will have a direct negative impact on global strategic stability.

According to Fu, China is committed to the "no first use" policy and has shown maximum transparency in its nuclear strategy.

China will remain committed to peaceful development and continue to advocate for multilateralism. China will always be a positive force for international arms control and disarmament efforts, and a contributor to the lofty cause of safeguarding peace and security of the mankind, he said.
