Two men were arrested on October 15 after police discovered they were in possession of explosives as the situation in HK escalates from rioting to potential acts of terror, police said. The rioters, 17 and 23, were charged with unlawful assembly, possession of explosives, and possession of offensive weapons, Narcotics Bureau Superintendent Raymond Chou said at a press conference.
