Tung Chee-wah, the first chief executive of the Hong Kong Special Administrative Region (HKSAR), once had a goal of building at least 85,000 flats a year. When asked whether it is possible to promote another "85,000 policy," Leung Chun-ying, another former HKSAR chief executive, shared his experience of "touching the tiger's ass" to build public property on a country park as part of a 10-year housing plan.
