How to interpret China's concept of governance on socialism with Chinese characteristics

The fourth plenary session of the Chinese Communist Party's 19th Central Committee has kicked off in Beijing and will run till Thursday. The meeting is chaired by President Xi Jinping, who's also the general secretary of the CPC Central Committee. It focuses on upholding and improving socialism with Chinese characteristics. The Party also has announced goals regarding the modernization of China's system and capacity for governance in the coming decades. While Western countries have certain perceptions of the Chinese form of governance, how can we interpret China's resolve to develop its concept of "socialism with Chinese characteristics?" Kong Qingjiang, from China University of Political Science and Law, says China has its own version of governance, and it's more important that how the Chinese people think about it.
