Party session calls for governing system modernization

The State Council Information Office (SCIO) held a press conference on Friday on the fourth plenary session of the 19th Central Committee of the Communist Party of China (CPC) that just ended, highlighting the importance of modernizing the governing system.

The session reviewed and adopted the CPC Central Committee's decision on some major issues including how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and governance capacity, Wang Xiaohui, executive deputy head of the Publicity Department of the CPC Central Committee, said at the press conference.

The fourth plenary session detailed a roadmap for achieving the goal of upholding and developing socialism with Chinese characteristics, Jiang Jinquan, deputy director of Policy Research Office of the CPC Central Committee added.

Jiang also pointed out that the system of socialism with Chinese characteristics and China's system for governance are systems of strong vitality and huge strength.

Officials from the CPC Central Committee and the National People's Congress (NPC) also shed a light on other major issues during the press conference.

Firmly adhere to the 'One Country, Two system' Principle

China will uphold the principle of "One Country, Two Systems," Shen Chunyao, director of Legislative Affairs Commission of the Standing Committee of the NPC, said while answering a reporter's question. 

Hong Kong affairs were an important part of discussions at the session which also outlined important instructions on maintaining lasting prosperity and stability in Hong Kong and Macao, and promoting the peaceful reunification of China.

China will continue to focus on public and private sectors in the economy, an official from the Office of Central Commission for Financial and Economic Affairs noted.

Supervision mechanism: No to corruption 

Officials' powers need to be monitored through a supervision mechanism, Jiang said, calling it one of "the most essential" steps to the country's overall operating system.

"We are opposing corruption of any kind, and a mechanism needs to be established not to allow officials corrupt."

China's crackdown on corruption has made tremendous achievements over the years. According to the disciplinary arm of CPC, more than 1.5 million corrupt officials have been punished and a total of 440 centrally-administrated senior officials investigated since November 2012.

While going after corrupt officials including high-ranking "tigers" and lower-level "flies" on the domestic front, Beijing has also carried out operations like "Sky Net" and "Fox Hunt" to hunt down venal officials hiding abroad.
