Chinese officials have given insight into the fourth plenary session of the 19th CPC Central Committee which conluded on Thursday, describing it as a "landmark" event.

At a press conference on Friday, heads of six specific branches of the committee reviewed their work of the past year and set out plans for the next year.  

Officials say both the CPC and the People's Republic of China (PRC) face a critical historic moment. The party expects its centenary in two years, and the PRC, having just celebrated its 70th founding anniversary, is on track to fully eradicate poverty by late next year. And the international environment is filled with changes and uncertainties. 

Given the circumstances and for the first time, in this year's plenum of the CPC Central Committee, party members spent the whole session discussing the national system and governance issues when usually they focus more on party issues. 

The six offices at Friday's conference, from fields like policy study, legislation, and political consultation systems, reported on their work plans under these circumstances. 

First and foremost, the economy.  

Han Wenxiu, deputy director of the Office of Central Commission for Financial and Economic Affairs, said now that China's economic scale has grown to be the second-largest in the world, it is important to make sure everyone gets their piece of the cake. 

He said policy-makers should pay attention to the importance of income redistribution, and the development of social welfare programs, such as charitable ones.

The deputy director also mentioned enlarging the middle class, regulating income distribution procedures, and forming an olive-shaped distribution structure.   

Other issues the officials reported include enhancing governance abilities, improving the business environment for foreign businesses and improving cultural confidence. 

The second most anticipated question answered at Friday's press conference was related to Hong Kong. 

Shen Chunyao, director of the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC), released a few solid measures discussed at the plenum. 

He said Hong Kong and Macao need to better integrate into national development plans, complement with the mainland, pursue coordinated development, and advance the Guangdong-Hong Kong-Macao Greater Bay Area. 

The NPC support measures by the Hong Kong SAR government to resolve deep-seated problems affecting the city's stability and development, Shen added. 

He also emphasized that "One Country" is the foundation of the "Two Systems," and added that he hoped to see an enhancement of Hong Kong's law enforcement capabilities.
