Xi Jinping explains why institution building matters to China

Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, explained the importance of institution building at a key CPC meeting that was held late October.

Xi said upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China's system and capacity for governance is fundamental to advance reform and opening-up in the new era, is a strong guarantee for China to deal with domestic and international risks and challenges and is critical for the Chinese government to deliver on the two centenary goals.

Xi told CPC members during the fourth plenary session of the 19th CPC Central Committee that was held during October 28-31 in Beijing. His statement was made public on Tuesday (November 6). 

Xi said institution building is fundamental to advancing reform and opening up in the new era.

The third plenary session of the 18th CPC Central Committee, which was held in November 2013, rolled out 336 major reform measures, and notable achievements were made in key areas in the more than five years that followed, with fundamental institutions in major fields basically formed, Xi said.

Stressing the need to deepen overall reform in the new era, he said the building of systems and capacity for governance must be put into a more prominent position, and institutional reform in all areas must be further deepened.

Xi also said upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China's system and capacity for governance is a strong guarantee for the country's response to risks and challenges and taking initiatives.

In a world undergoing changes unseen in a century, the risks and challenges that the country is facing are more severe than ever, Xi said, adding that the risks and challenges arise both at home and abroad, as well as from social and economic fields and the nature.

The impact of the risks and challenges must be dealt with using the power of the system, Xi noted.

It is also critical for the Party and the country to deliver on the two centenary goals, Xi said.

He said it has always been the Party's grand goal to build a modern socialist country and realize the rejuvenation of the Chinese nation.

Since its founding, the Party has been leading the Chinese people to unremittingly struggle for the goal, he added.

With deepening reform and opening-up, the Party has a stronger appreciation of institution building, Xi said, adding that the 15th, 16th and 17th CPC national congresses all put forward clear requirements on the subject.

Institution building has been placed in a more prominent position since the 18th CPC National Congress, Xi said, adding that the 19th CPC National Congress set the goals for the building of China's system and capacity for governance, with new strides made at the second and third plenary sessions of the 19th CPC Central Committee.
