There are three reasons behind the U.S. Senate passing the Hong Kong Human Rights and Democracy Act. First, passing the bill is consistent with U.S.'s occupying a moral high ground for many years. The U.S. has consistently alleged to support democracy and human rights, regardless of whether it's another countries' internal affairs. Second, some U.S. politicians see this as an opportunity to contain China and to divide the country's territory. Last but not least, President Trump may use Hong Kong as a leverage in trade negotiations with China.
