Xi stresses modernization of China's emergency management system

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has underscored efforts to further modernize the system and capability of China's emergency management, by giving full play to the system's features and advantages. 

Xi made the remarks on Friday while presiding over a group study session of the CPC Central Committee Political Bureau on building the system and capability of China's emergency management.  

China is one of the countries with the most severe natural disasters in the world. It is a basic national condition that there are many types of disasters, which are widely distributed, happen frequently, and bring heavy losses. At the same time, factors affecting public safety are increasing. Strengthening emergency management systems and its capacity is an urgent and long-term task, Xi noted. 

He called for efforts to improve risk prevention and reduction mechanism, prevent and resolve major security risks from the source, and truly solve problems in its beginning phase and before they become disasters. 

Xi stressed the necessity to strengthen the building of emergency rescue teams and said various measures must be taken for building a comprehensive national rescue force. He called for the combining of local professional teams with volunteer teams for a joint training and rescue cooperation mechanism and benefit from the strengths of all sides concerned. 

Stressing that it's vital to strengthen the technical support of emergency management equipment, optimize and integrate various types of scientific and technological resources, Xi added that it is necessary to promote independent innovation in emergency management technology and rely on science and technology to improve the scientific, professional, intelligent, and sophistication level of emergency management. 

He emphasized that Party committees and governments at all levels must strictly implement the responsibility system, establish and improve the system for the investigation and evaluation of major natural disasters and accidents. 

Xi added that if losses or major social impacts are caused due to negligence, relevant parties shall be held to account according to regulations and law. 

Emergency management is characterized by a high workload, high pressure, and high risk. Emergency rescue teams have contributed a lot and sacrificed a lot. All parties should care and support those teams, Xi stressed.
