Can a 'European Security Council' be built on a budget?
As former Defense Minister of Germany, the EU commission's new leader Von der Leyen once said the EU should "become more assertive" in its dealings with the United States. And at the same time, the bloc is weighing up the possibility of establishing a "European Security Council." But with the UK about to withdraw from the bloc, is this even viable?
