China-Kazakhstan industrial capacity cooperation witnesses fruitful results

A number of cooperation projects on industrial capacity have been achieved between China and Kazakhstan in a short period, according to a forum on China-Kazakhstan Industrial and Investment Cooperation.

The second China-Kazakhstan Industrial and Investment Cooperation Forum wrapped up in Beijing on November 28. The forum was co-sponsored by China Industry Overseas Development Association and Kazakh Invest and supported by China's National Development and Reform Commission and the Ministry of Foreign Affair of Kazakhstan.

At the forum, Su Wei, Deputy Secretary-General of China's National Development and Reform Commission (NDRC), introduced the current China-Kazakhstan industrial capacity cooperation.

Recently, under the framework of China-Kazakhstan industrial and investment capacity cooperation, a newly reached facilitation arrangement to  cancel "visa support number" will inject more vitalities of attracting more Chinese investment to Kazakhstan.

At present, there are 55 key projects of China-Kazakhstan production capacity cooperation, 15 projects of them have been formally put into operation, 11 projects of them are under implementation. The total investment of these projects has reached 7.7 billion U.S. dollars.

In recent years, these projects have created a lot of new jobs, generated much tax revenue for Kazakhstan, and brought other benefits to local people and governments.

Birzhan Kaneshev, vice president of KAZAKH INVEST, emphasized that China-Kazakhstan industrial and investment cooperation is implemented under the leadership of the two governments.

During the past five years, China's NDRC and China Industry Overseas Development Association have given Kazakhstan strong support and help. Both sides have established a very good cooperative relationship and achieved fruitful results.

Birzhan Kaneshev praised that the 2nd China-Kazakhstan Industrial and Investment Cooperation Forum has established a good platform for the cooperation between companies from both countries. He also hopes that both sides will expand cooperation in more areas, including information technology and high-tech industries.

"China has become the fourth-largest source of foreign investment in Kazakhstan, and bilateral industrial investment cooperation has been implemented smoothly," said Sultan Kinzhakulov, Commercial Counsellor of the Embassy of Kazakhstan to China at the forum.

The projects in operation under the cooperation framework are high-level and high-value-added manufacturing products. Those products could meet the demand at home and abroad. Many jobs are created through these projects.

Sultan Kinzhakulov emphasized that Kazakhstan welcomes more Chinese investors to invest in Kazakhstan, and the Kazakh government is committed to providing investors with more preferential policies.

"Under the framework of China-Kazakhstan Capacity Cooperation Fund, agreements signed for individual type tax exemption on direct investment in Kazakhstan will make projects within the framework of the China-Kazakhstan Capacity Cooperation Fund enjoy tax-free concessions. That will further promote cooperation between the two countries in the field of capacity investment," Sultan Kinzhakulov further noted.

Representatives from China National Development Bank, Silk Road Fund and Astana International Exchange also shared their views on financial support for China-Kazakhstan industrial and capacity and investment cooperation. Representatives from China Nonferrous Metal Construction Co., Ltd., China Petroleum Engineering Construction Company, Huantai Energy Co., Ltd., Golden Camel Group Co., Ltd., and Yichang Kelisheng Industrial Co., Ltd. introduced their operation experiences in Kazakhstan. Around 300 participants from government agencies, financial institutions, enterprises, and media of both sides attended the forum.
