SPC vice president: Modernization of judicial system vital to governance

Wednesday marks China's sixth National Constitution Day. It's a day designed to enhance awareness and education of the nation's constitution.

As the cornerstone of all laws, the constitution plays a major role in China's legal system.

A recent Communist Party of China (CPC) session ended with a decision that the nation will work to uphold and improve the system of socialist rule of law with Chinese characteristics and upgrade the Party's capacity for law-based governance and law-based exercising of state power.

"The capacity and modernization of our judicial system are crucial to the building of the national governance system. It is our duty to exercise state power by implementing the rule of law," he said.

The rule of law is the backbone of the country's governance system.

Fully implementing the country's constitution and laws is essential to advancing the rule of law.

Experts say that the modernization of governance in China means building a more efficient legal system and government services meeting people's needs.

To advance the modernization of the country's system and capacity for governance, China has laid out four important tasks, including improving systems and mechanisms that ensure the full implementation of the constitution; enhancing systems and mechanisms for legislation; improving rule of law systems for ensuring social fairness and justice; and reinforcing oversight of the enforcement of law.

To make sure laws apply to everyone, Zhang raises the example of building China's smart court project.

Zhang said: "We have established the world's largest database for online trials. It covers over 35,000 courts at all levels nationwide and we've completed over 700 special projects for different state departments for better governance."

Zhang pointed out that electronic court files should serve as a starting point to improve the intelligence of justice-related data collection, application, and safety management.

He called on local courts to perfect smart data collection, verification and categorization for data accuracy, smart data applications for convenience, and smart data safety management.
