Luo Huining gave a speech at the 2020 Spring Festival Reception held by the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR). This is the first time Luo has delivered a public speech since his appointment as director of the Liaison Office. During the address, he called on Hong Kong to adhere to the "One Country, Two Systems" principle.
