Russian Prime Minister Dmitry Medvedev and his entire government have resigned. The development comes after Russian President Vladimir Putin delivered his annual State of the Nation address to the Federal Assembly. Putin accepted their resignation, but asked the ministers to carry on as a caretaker government until a new one was formed. Medvedev will serve as deputy secretary of Russia's Security Council after resignation.
