Secondary vocational education is the educational model that's closest to the impoverished rural population and grassroots migrant workers and can most directly increase their employment chances and their income. China will intensify its investment in vocational education to eventually achieve free secondary vocational education, in particular, vocational training for unemployed secondary school graduates so that they may acquire professional skills.
