China's Gansu Province and Liaoning Province have downgraded their public health emergency response from the highest level to level three, according to prevention and control headquarters of the novel coronavirus in the two provinces.
After the adjustment, low-risk areas in the province will fully resume normal production but import of external infected cases are strictly prohibited. The government will ensure the operation of public transport in both urban and rural areas, which means roads, villages, communities or markets will not be closed down.

Medium-risk areas will continue to pay attention to controlling the epidemic while getting life and production back on track as soon as possible.
Each city or prefecture can dynamically adjust the emergency response level according to the actual situation of each region, and formulate suitable prevention and control measures.
As of Friday, there were 121 confirmed cases of pneumonia caused by the novel coronavirus, 66 cured cases and one death reported in Liaoning Province, with 332 people still under medical observation. In Gansu, 91 cases of novel coronavirus pneumonia were reported, with no new cases for four consecutive days. A total of 76 patients were cured, and two died. At present, 13 patients are being treated in designated hospitals.
Both provinces activated top-level health emergency response on January 25.

China's public health emergency response is categorized into four levels, with one being the highest. Level one means the provincial disease control headquarters, in the event of a particularly serious public health emergency, will conduct emergency response work under the decisions and command of the State Council.
Level three means a prefecture-level of command, where provincial headquarters mobilize its members and experts to analyze and evaluate the impact of the public health emergency and dispatch working teams to the scene to carry out emergency response work when necessary.
