It's peak time for spring plowing but many fertilizer factories in central China's Hubei Province are either closed or have limited production. A fertilizer factory in Gaopin City, northern China's Shanxi Province, has been busy producing 20,000 tons of fertilizer for 18 cities and counties in Hubei Province. The first batch of over 3,000 tons of fertilizer will arrive in Suizhou City on March 7.
