Chinese Ministry of Justice and National Immigration Administration on Saturday said they were soliciting opinions from the public on "Regulations of the People's Republic of China on the administration of permanent residence of foreigners," and that formal regulations would not be issued until public opinion is fully absorbed and further revised.

Based on the current system and practice, China will formulate regulations on the administration of permanent residence for foreigners, further standardize and improve the administration of examination and approval of permanent residence for foreigners to deepen the reform and accelerate the construction of a modern socialist country, and promote exchanges between China and foreign countries.

National Immigration Administration said it would pay great attention to the public's concern over the management of foreigners, not only to protect the lawful rights and interests of Chinese and foreigners, but also further strengthen measures to restrict illegal entry, stranded personnel inspection, repatriation, and investigation of any criminal activities, in accordance with the law, and maintain the normal order of entries and exits.
