On May 8, China's State Council issued guidelines on the containment of COVID-19 under the joint mechanism.

According to the guidelines, shopping malls, supermarkets, hotels, restaurants, and other living places should be fully opened in accordance with relevant technical guidelines and on the premise of implementing containment measures. Relevant departments may open parks, tourist attractions, sports venues, indoor venues such as libraries, museums, and art galleries, as well as indoor entertainment and leisure venues such as movie theaters and entertainment halls by way of booking and limiting the flow of people. In addition, all kinds of necessary conferences and exhibitions can also be held.

The guidelines also pointed out that relevant departments should guard against risks in places such as old-age care institutions, welfare institutions, and mental health and medical institutions, and implement containment measures such as personnel protection, health monitoring and disinfection.

Also, guidance should be given to key groups such as the elderly, children, pregnant and lying-in women, the disabled, and people with serious chronic diseases to protect themselves, and work should be carried out in psychological counseling, care, and assistance.

In terms of campus prevention and control, schools should implement a "daily report" system on the health of faculties, staff and students, according to the guidelines, and do a good job in health warning, health management, ventilation and disinfection of classrooms.

Schools should also check the health of students in the morning and at noon. Students who are absent from school due to illness should also be tracked down and registered in time.
