Facts Tell: How confident is the U.S. in its 'moderate confidence' report

Last week, the U.S. Department of Homeland Security was reported to have come up with an intelligence report on China. The report said that China withheld information about the severity of its COVID-19 outbreak because the country wanted to hoard medical supplies for itself. However, the department said in that report that their level of confidence in that conclusion is "moderate".
