Think about the State of the Union address in the U.S. – the president's annual speech to Congress about important things affecting the country. Its counterpart in China is the Government Work Report.
Every year, China's premier delivers a Work Report during the Two Sessions. It reviews what the government has done over the past year and maps out the major goals, policies, budgets and agenda for the coming year.
So how is this work report formed?
First, the premier puts forward the overall requirements and the drafting team starts researching and writing. Then it goes to revision and improvement, in which the draft must pass at least four "hurdles," including the State Council's Standing Committee. Lastly, the National People's Congress (NPC), the country's top legislature, will deliberate the report.
Key words usually highlight important issues in China, so we'll be closely looking at the 2020 Government Work Report.
