A draft decision on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region to safeguard national security has been submitted to the National People's Congress for deliberation. The Vice Chairperson of the legislature's Standing Committee, Wang Chen, explained the draft to lawmakers.
