Leung Chun-ying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former chief executive of Hong Kong SAR, on Thursday stressed that the introduction of the Hong Kong security bill is "fully necessary" to fix the loophole and legal vacuum in national security, stressing that such a loophole must be fixed 23 years after Hong Kong returned to the motherland.
