Throughout the Hong Kong unrest, the National Endowment for Democracy (NED) and other organizations acted as facilitators, working on behalf of Western governments to provide planning, training, funding and materials for the Hong Kong protestors, and stirring up public support for them. Their blatant interference in China's internal affairs amounts to a flagrant violation of international law and the basic norms of international relations.
