To know what villagers want, the village committee invites people from all walks of life to share their thoughts. After this, the committee makes the final decision. Now let's apply this on a larger scale. In China, public matters are often settled through consultations involving multiple parties. Here comes the concept of democratic consultation. Led by the Communist Party of China (CPC), the idea is that all parts of society are consulted for decisions to be made on major issues.
