The COVID-19 epidemic is a test of China's grassroots' governance system and their capabilities, in particular highlighting the role of grassroots units in the fight against the novel coronavirus, said Chinese President Xi Jinping on Sunday. 

President Xi made the remarks during a panel discussion with deputies from Hubei Province to the third session of the 13th National People's Congress in Beijing.
