National security legislation for the Hong Kong Special Administrative Region (HKSAR) is necessary and urgent, Li Junhua, Chinese ambassador to Italy, wrote in his article which was published on La Stampa on Monday.

China is set to make Hong Kong national security laws as a related decision was adopted at the national legislature on May 28.

The decision will also allow the central government's national security organs to set up agencies in Hong Kong when needed.

In his article, Li pointed out that more than 20 years after Hong Kong's return, relevant laws are yet to materialize due to the sabotage and obstruction by those trying to sow trouble in Hong Kong, as well as external hostile forces.

Article 23 of the Basic Law of the HKSAR stipulates that the HKSAR shall enact laws on its own to prohibit any act that harms national security.

However, prolonged social unrest and escalating street violence had plunged Hong Kong into the gravest situation since its return to the motherland in 1997.

In this regard, filling the legal loopholes in Hong Kong's national security at the national level is significant.

Li further expounded that the legislation does not harm Hong Kong's high degree of autonomy, but better protects the safety and freedom of its citizens, as well as the interests of foreign investors in HK.

The legislation will also promote the practice of "One Country, Two Systems" and promote the development of the HKSAR.
