Minneapolis police rendered 44 people unconscious with neck restraints in five years: report

The Minneapolis Police Department has applied neck restraints at least 237 times in the past five years, rendering at least 44 people unconscious, reported local media citing police data.

About two-thirds of the people placed in neck restraints by Minneapolis officers in the years were black, despite black residents making up 19 percent of the population, reported CNN.

NBC News, citing more than a dozen police officials and law enforcement experts, reported that the technique of kneeling on a suspect's neck is neither taught nor sanctioned by any police agency.

It is not permitted by the Minneapolis police department, reported NBC citing a Minneapolis city official.

For most major police departments, variations of neck restraints are highly restricted, if not banned outright.
