Negative interest rates: A cure for the COVID-19 recession?

Normally, people and firms are able to earn interest income from their bank deposits, but imagine if banks charged you for storing money with them? That's the idea behind negative interest rates. The policy was a largely ineffective response to the 2008 financial crisis. Why are many central banks still considering this policy to deal with COVID-19? We invited three economists from the financial sector to address several key questions.
