European Union (EU) diplomats have said that travelers from the United States might not be allowed into the bloc as it reopens. Ambassadors of the 27 EU member countries have agreed "in principle" to criteria for opening the border to international travelers from next Wednesday. But they failed to settle on a final "safe list" of countries whose residents could travel to the bloc. One diplomat has said that the U.S.'s chances of being put on the safe list are close to zero.
