China will take multi-pronged measures to scale up support for flexible employment and increase incomes for people, according to the country's cabinet meeting on Wednesday.

The State Council executive meeting, presided over by Chinese Premier Li Keqiang, said that flexible employment serves as a critical approach to stabilize employment, and it is indispensable to remove unreasonable restraints on this sphere.

It was emphasized at Wednesday's meeting that local governments must fully appreciate the significance of stable employment and continue to streamline administration, delegate power, improve regulations and upgrade services.

The surveyed unemployment rate of the population aged from 25 to 59 in June stood at 5.2 percent, which was 0.2 percentage points lower than that in May. In the first half, 5.64 million jobs were created in urban areas, accounting for 62.7 percent of the full-year target.

The government will give impetus to self-employed business and offer subsides, secured loans to college graduates and migrant workers engaging self-employed business.

Besides, inclusive and prudent supervision of new employment forms such as online retail and mobile transportation will be made, so as to encourage internet platforms to create more flexible jobs.

It was underlined at the meeting that odd jobs market should be developed to cater to enterprises' flexible labor demands, but the legitimate rights and interests of flexible employees should be guaranteed, and they should be remunerated in full and on time for their hard work.

Last December, the cabinet adopted a new regulation on ensuring wage payments to migrant workers to resolve the problem of wage arrears faced by these people with legal means.

Greater efforts will be channeled to develop labor-intensive industries to offer nearby jobs to migrant workers, and non-full-time laborers should be granted social security subsidies.

The meeting also required that the vocational upskilling program be fully implemented and vocational training for essential skills be enhanced.
