The first Atlantic hurricane of 2020 slammed into coronavirus-hit Texas, bringing heavy rain, storm surges and potentially life-threatening flash flooding. Local officials said they were prepared for whatever the storm might bring, although they have been dealing with a surge in coronavirus cases in recent weeks.
