The U.S. state of Texas is struggling with both the pandemic and the clean-up from Hurricane Hanna. The hurricane hit on Saturday and brought heavy rains and flooding. The Texas also saw spikes of new COVID-19 cases, with some counties' ICU wards coming under severe strain. As Sean Callebs reports, doctors have to make a hard decision on who lives and who dies.
