Liu Guozhong has been appointed secretary of the Shaanxi Provincial Committee of the Communist Party of China (CPC) and Xiao Yaqing as secretary of the Leading Party Members' Group of the Ministry of Industry and Information Technology (MIIT), according to a decision by the CPC Central Committee.
