During an interview with The Source on Friday, Chinese envoy to the Philippines Huang Xilian said that the U.S. has made provocative actions on the South China Sea issue by showing off its military strength.

"It is obvious who is stirring up trouble in the South China Sea," Huang said.

Noticing that the U.S. sent more than 2,000 military aircraft to the South China Sea, not to mention aircraft carriers and other warships, in the first half of this year, Huang pointed out that the U.S. abandoned its neutral position on the South China Sea issue.

While China and the Association of Southeast Asian Nations (ASEAN) are actively carrying forward consultations on the Code of Conduct (COC) in the South China Sea, the United States is trying to put obstacles in the way of the process, he added.

"We have to question its true intentions of the U.S.," Huang said. "Does the U.S. want to maintain the peace in the region or just want to turn the South China Sea issue into a geopolitical game for geopolitical interests?"

"China and the Philippines are like family members and it is normal for families to have differences," Huang said, stressing that the two sides have agreed to properly handle differences, shelve disputes and seek cooperation.

The envoy said that the two countries would keep making joint efforts to advance consultation on the COC and joint development of oil and natural gas in the South China Sea.
